Most crucially it is a method of governance realized through social structures and human agency. It is also a discourse and an emergent ideology. Ideology is a rather unfashionable concept these days, especially since the collapse of scientific socialism in the late 1980s but we would like to retain it. For the purposes of this text, ideology refers to a ‘coherent logic’ used to frame a range of different values and resources to justify particular decisions, actions and interventions (Hewitt 1992) as well as non-decisions and inaction (Lukes 1974).

It would appear that the NPM is still an integral part of governing complex societies. The remainder of the chapter evaluates the conceptual significance of the uneven impact of these ideas on public policy in very general terms. The chapters in Part Two of this book, ground these ideas more firmly in the context of the concrete setting of criminal justice agencies. This chapter consists of two main parts.
