If a school is seen as a complex system, then we can no longer take it for granted that a policy adopted by the headteacher can be passed down the line to everybody in the school. On the contrary, the various layers of organization resemble each other in their forms, and to change the culture of the school requires action at many different levels. The adoption of a policy by the governors will do little for the pupils in the school (apart from generating a contempt for policies) unless it is matched by action that is reflected at all levels in the organization.
