On the rare occasions when he openly expressed his views on the matter, he intimated that reunification would involve a gradual process and that it would not imply an annexation of the Southern Cameroons by the Republic of Cameroon. He also assured Southern Cameroonians that discussions about the issue of reunification would take place in an atmosphere of complete freedom and equality between representatives of the Republic of Cameroon and the Trust Territory of Southern Cameroons. When he finally entered into negotiations with Foncha, it soon became manifest that he strongly opposed Foncha’s proposal of a loose federation as being incompatible with the highly centralised constitution he advocated himself.
One hundred thousand copies of an official brochure, The Two Alternatives (Federation of Nigeria 1961), were printed and distributed as part of this campaign.
