The papers collected here are largely an outgrowth of collaborations initiated and developed at those conferences. A very special measure of thanks are due to the dedicated women at our sister organization in Moscow, Women in Global Security (WINGS). Through their efforts, outstanding women scholars from Russia, Estonia, the Transcaucasus, Central Asia, the Sakha Republic, and Tatarstan are participating in international conferences and their work is reaching a global audience. We would like to single out Leokadia Drobizheva, president of WINGS, Tatiana Shakleina, vice president, and Nina Astrinskaia, general-secretary, for special commendation.
Second, as was pointed out earlier, the international community provides unprecedented legitimacy to group claims articulated in terms of national sovereignty and self-determination. Third, the "demonstration effect" played an important role, as political actors throughout the region witnessed the cohesiveness and effectiveness of nationally based political movements in Poland and the Baltic States. In a seminal article dealing with this question, Jack Snyder suggests, among other factors, that ethnic nationalism "appears spontaneously when an institutional vacuum occurs" and that it constitutes "the default option" when political institutions fail.
