Is one especially well resourced in the teaching of design and technology? By definition, no individual school can be responsible for providing this variety and local authorities, sometimes in combination, are best placed to encourage the variety under general guidance from the central Government. One less obvious example of the importance of particular schools developing a special expertise may be in educational provision in some inner city areas. This is an issue that exercised the Select Committee in its 1995 report (House of Commons Education Committee, 1995b) which drew attention to the local support required by schools in such areas, not only by the education welfare service, and the dangers of allowing a school to slip into a downward spiral.

Spirituality, morality, cultural, mental and physical development, all add up to a preparation for adult life. We can rest assured that personal fulfillment of the individual and a reflective and tolerant adult society are every bit as important to our future as a healthy GDP. The problem with the latter lies in the need to FROM THE GOOD OLD DAYS TO A BRAVE NEW WORLD? 27 prophesy. 2010? Conclusion The millennium for primary schools is a threat as much as a promise. We have glimpsed already the repressive potential of a brave new world, presented as a scientific solution to the inadequacies and failings of past practice.

One of the Select Committee’s jobs is to examine and report upon the expenditure plans of the Government department that it shadows (for example, House of Commons Education Committee, 1995c). In 1994 it also produced a report on the disparity of funding between primary and secondary schools (House of Commons Education Committee, 1994). It listened to evidence from 11 groups or individuals (including twice from DFE) and took written evidence from 139 individuals, schools, local authorities, associations of teachers, and parents’ groups.
