COMMUNIT Y CULTURAL DEVELOPMENT Predominantly used in the United States and Australia, the phrase community cultural development replaces the term community arts because community arts is often used to describe conventional arts activity that is based in a municipality, including the many amateur theaters, drama, dance, and music societies ubiquitously found throughout these countries (Adams and Goldbard, 2001). As a description for musical activities, community music is often used in this context also, a signifier for amateur music making, a recreational activity that does not necessarily have an emphasis on social transformation.

DEFINITIONS The early work of the ACA created no manifestos or official proclamations. There was no conscious attempt to create a membership, just a fluctuating group of mainly young artists working in an unorthodox manner. Th rough meetings and discussions, the artists involved developed common ideological motives as noted above, leading to a general understanding as to the characteristics of the practice. The Baldry report (1974) had stated that although it was offered many defi nitions of community arts, it found none of them completely satisfactory.

The Council of Europe’s response to its own directive implemented the creation of the “socio-cultural animateur,” described by Braden as “part priest, part artist, who breathes life into a community” (p. 178). These types of employment opportunities flourished in the United Kingdom in the 1980s, emphasizing local cultural expression and making available the appropriate media of expression, such as visual arts, drama, dance, or music. With ideas grounded in socialism and a desire for new social contexts in which to practice, community artists believed in a new classless politics.
