European conferences on family life have been supported by the Council of Europe, the European Commission and the United Nations. The work of The Confederation of Family Organisations in the European Community (COFACE) has been important in stimulating developments within the European Commission (see COFACE, 1987, 1989). The 1989 ‘Council of Ministers Responsible for Family Affairs’ led to the setting up of the European Family Policy Observatory that reports annually. In these debates, the UK Government has no representative from a ‘Ministry of the Family’ to despatch.

Morgan has said of Parsons: ‘It would not be too much of an exaggeration to state that Parsons represents the modern theorist on the nuclear family’ (Morgan, 1975, p. 25). Morgan makes clear that Parsonian functional analysis must be seen as having a ‘political dimension’ (1975, p. 58). Parsons drew upon popular stereotypes of ‘the family’ rather than properly collected evidence to create an extremely attractive and relatively simple ‘explanation’ of society. Identifying key components of a system and listing their ‘functions’ makes for a very simple model of society.

The clearest and most dramatic change relates to levels of cohabitation. The United Kingdom is second only to Denmark in cohabitation rates. In Denmark the number of cohabitations may exceed marriages this century (Kiernan and Wicks, 1990; COFACE, 1987). In 1994–5, 23 per cent of unmarried women aged between 16 and 49 years were cohabiting in the UK (Central Statistical Office, 1996). Recent estimates by Buck and Scott suggest that more than 70 per cent of newly formed couple relationships involved cohabitation rather than legal marriage.
