The habitus of Catholic education, understood to be its deep-structured cultural dispositions, was not to be easily shaken. Bourdieu (1990, pp. 60–1) notes that habitus can generate ‘avoidance strategies’ to ‘protect itself from crises and critical challenges’ by ‘rejecting information capable of calling into question its accumulated information’. This response was apparent in the Catholic educational community in the UK in the 1960s and 1970s when faced with internal challenges to the legitimacy of Catholic schooling.

Such state powers had been taken to overcome the resistance of oppositional groups to the government’s plans for education. These groups included the teaching profession, the local education authorities and educational bureaucracies of all types. From this perspective, the Catholic hierarchy was constituted as an educational bureaucracy with oppositional potential, and not as an honoured partner of the ‘dual system’ of schooling. Gamble’s (1988) text, The Free Market and the Strong State, expresses, in its title, the apparent contradictions of government policy in education at this time.
